Responsibilities:

Working on a full-time basis, the chosen candidate will primarily be responsible for:

  • Carrying out the duties of a project manager at partner level including but not limited to planning, scheduling, cost management, project management, and construction management, report writing, and compiling proposal and requirements documentation and presentations;
  • Developing full-scale project plans and associated communications documents;
  • Supporting with the development and amendments of project management concepts and project briefs, through robust change control and project processing techniques, ensuring a seamless document flow throughout;
  • Monitoring planning, scope, budgets and schedules, while also delivering supervision services on project sites to ensure compliance with contract documents, professional and company standards, health and safety, and codes of practice;
  • Preparing site progress reports as necessary;
  • Assisting with overseeing technical, contractual and administrative aspects of the various projects, as and when needed, to ensure that all Project Management aspects are properly managed and controlled;
  • Ensuring project Quality Assurance confirmed with feedback from clients throughout the lifecycle of projects, implementing the necessary rectifications when needed;
  • Coordinating the services of consultants, contractors and other project stakeholders with the aim of achieving the required results in terms of quality, time and cost. This includes but shall not be limited to organizing, coordinating and following up on snagging and site taking-over procedures, mitigating differences between all parties, as well as ensuring that all parties are following their contractual obligations on matters concerning QA/QC;
  • Assisting with drafting consultants’ and contractors’ contracts;
  • Communicating with cost consultants on a regular basis and giving determinations on variations;
  • Ensuring that cost plans are constantly updated;
  • Ensuring that the master program of the various projects is reviewed, updated and properly tracked and discussed with the team of project managers;
  • Identifying and resolving issues and conflicts as necessary;
  • Managing project expectations and ensuring that all requirements are met and delivered according to plan, from concept to completion;
  • Assisting the Cost Manager with drafting budget proposals to Clients, and recommending subsequent budget adjustments where necessary;
  • Identifying and managing project dependencies and critical paths;
  • Planning, scheduling, tracking and mitigating project timelines and milestones;
  • Compiling tender and contractual documentation, ensuring that all clarifications are forwarded to the bidders, leading to tender selection and appraisal;
  • Collating and preparing adjudication report/s from all consultants and presenting to Clients with recommendations;
  • Compiling status reports and assisting with troubleshooting problem areas;
  • Keeping minutes of all meetings held;
  • Defining project success criteria and disseminating them to all involved parties throughout project life cycles;
  • Undertaking the role of the ‘Engineer’ as defined in FIDIC contracts;
  • Planning the construction process;
  • Compiling and executing procurement strategies and management;

Requirements

  • You have a bachelor’s degree in a related field, such as Construction Management, Architecture, or Engineering
  • You have a proven track record with minimum ten years’ experience working in a construction environment and with Project Management delivery of complex and/or large scale projects, including residential, commercial, infrastructural, medical health-care units, luxury hotel projects etc., offering project management services from concept to completion;
  • You would preferably have an MRICS/FRICS and/or other recognised Project Management certification;
  • You are highly cognizant and abreast with all applicable standards, legislations and practices applicable to the construction industry in Malta, having also technical and commercial acumen of infrastructural and  large scale projects;
  • You are proficient in the use of AutoCad, Primavera and/or MS Project, as well as Microsoft Office. Proficiency in BIM and/or other related design systems would be considered an asset;
  • You have exceptional written and verbal communication skills in English;
  • You are able to work under pressure and to work closely with others in a multidisciplinary environment;
  • You have attention to detail, influencing skills, assertiveness and the ability to understand and express technical concepts accurately with confidence and clarity;
  • You are analytical and have a measured approach to decision-making, being able to take decisions as and when needed in the interest of efficiency;
  • You demonstrate resilience, leadership and negotiation skills;
  • You have excellent planning and organisation skills, a high level of integrity and you are a motivated team player demonstrating an eager and positive work ethic;

  • Carrying out the duties of a quantity surveyor including but not limited to bills of quantities,  tender evaluations, contract management, assessment of variations, close out of project finances and such other responsibilities attached to a role of this kind;
  • Ensuring project Quality Assurance confirmed with feedback from clients throughout the lifecycle of projects, while implementing the necessary rectifications when needed to ensure quality standards are achieved;
  • Costing building projects at all stages from planning to completion;
  • Estimating quantities and costs of materials;
  • Preparing and monitoring project cash flow;
  • Procurement and vetting of contractor quotations and packages, advising clients on preferred procurement routes, costs and cash flow;
  • Carrying out monthly verifications of application for payments and issuing accurate corresponding payment certifications /valuations (interim payment certificates);
  • Carrying out cost forecasting, reviewing, monitoring and reporting;
  • Measuring, valuing and submitting variations when and as needed;
  • Preparing, submitting and negotiating project final accounts;
  • Managing and approving subcontractor monthly valuations and final accounts;
  • Evaluating structural / finishes designs, including schedules, bar bending schedules and other relevant information in compiling Bills of Quantities documents;
  • Monitoring and controlling costs during the pre-contract stages;
  • Preparing tender and contractual documentation, leading to tender selection and appraisal;
  • Inspecting project sites at various stages of the project to ensure compliance with contract documents, professional and company standards, health and safety, and codes of practice;

Requirements

  • You have a bachelor’s degree in Quantity Surveying or Construction Engineering with quantity surveying specialisation and/or a recognized professional qualification in this field with several years’ experience;
  • You would preferably be a member of the RICS or have other satisfactory/equivalent membership;
  • A proven track record working as a quantity surveyor in various projects, including residential, commercial, infrastructural, hospitality etc.
  • Highly cognizant and abreast with all applicable standards, legislations and practices applicable to the construction industry in Malta;
  • A valid driving licence required to carry out site visits, valuations, bills of quantities and surveys;
  • Proficiency in the use of AutoCad, and Microsoft Office. Proficiency in BIM and/or other related design systems would be considered an asset;
  • Exceptional written and verbal communication skills in English;
  • Ability to work under pressure and to work closely with others in a multidisciplinary environment;

QP has been appointed to design and supervise the structural strengthening works for the Binja Buqana Project

The Housing Authority appointed QP to design and supervise the structural strengthening works for the Binja Buqana residential complex in Mtarfa. This complex, housing a total of 80 apartments, was in a dangerous state due to shortcomings in both the original structural design and workmanship when originally constructed.

The design follows the analysis of structural defects by international firm Arup. QP subsequently assumed this analysis and carried out the structural design and supervision of the required remedial works to render this residential complex in a safe condition.

Throughout the execution of the project, the QP team faced several complex challenges intrinsic with retrofitting projects, the solution for which had to be approached with a sound knowledge of structural load paths and construction methodologies. For example, the basement columns supporting the transfer structure, including the transfer structure itself, were operating at a high level of stress with a safety factor less than unity. The distress level was evident in most of these structural elements at basement level. Laboratory tests had shown that concrete was of inferior quality with the inherent strength of concrete being approximately half the required design strength.

To address this issue, we designed strengthening works for the entire basement floor as well as the common areas. We also implemented cosmetic interventions on elements showing extensive deterioration and reinstated the structure to an acceptable level of durability.

Another challenge our team faced was that of significant degradation of the existing structure as a result of prolonged water infiltration. After removing the tiles on most terraces and common areas, it was noted that the screed was soaked through. Over time, structural deficiencies had developed in these areas. This required the complete reconfiguration of the drainage system on all terraces, replacing the stone cladding of all balconies and re-applying a new waterproofing system. The façade was also cleaned and re-pointed to avoid further water penetration through the bedding joints and improve the overall aesthetics of the buildings.

The total cost of the work was 2.3 million Euros.

This mixed-use development project consists of luxury apartments, penthouses, villas, a shopping centre and an underground parking facility. With a total area of ​​around 120,000 m2 in the form of a solid “boomerang” block, the development overlooks the sea and accommodates seven individual terraced villas with their own entrances and garages. Amenities include a large swimming pool and landscaped gardens available for the private use of residents.

The project combines luxurious residential units overlooking the ocean with unmatched open views.   Shoreline caters for the possible needs of all its residents and enjoys a dynamic commercial complex catering to the daily needs within walking distance.  

QP is leading the Shoreline project and responsible for the full coordination of all the design and the works on site.  The highly experienced team of professionals from QP working on the project are responsible for the overall management of the project including cost estimation and change control.

It is satisfying that after so many years of planning and coordination, enabling works on this extensive waterfront project have commenced and construction is expected to mobilise any time shortly.   

From the very early stages, from conceptualisation, we engaged with the client and the project stakeholders to meticulously draw up a detailed project brief as a basis for a robust project budget and timeline.   We use our extensive knowledge of project management techniques and cost databases to deliver a project of this scale and complexity with professionalism.

The Shoreline projects has been awarded A LEED Silver certification (design-stage).
